Across many rural communities, two social services define the future: local education and local healthcare.
Rural hospitals and community health systems are more than healthcare providers; they’re economic anchors. They serve as vital access points for care, and they’re also the largest employers in their communities, supporting families, small businesses and the broader tax base.
But that foundation is under real pressure. Rural providers bear the same regulatory, workforce and technology pressures as large systems, but without the safety net of scale or wide margins. Cuts to services, reductions in reimbursement and labor challenges are magnified in rural settings and can trigger a downward spiral, both in care outcomes and economic viability.
Fortunately, there are opportunities ahead. But those opportunities will favor those who are prepared.
A Historic Opportunity: Rural Health Transformation Program
The Centers for Medicare & Medicaid Services’ Rural Health Transformation (RHT) Program is a $50 billion investment over the next five years that creates an unprecedented opportunity to reimagine rural care delivery, infrastructure and workforce models. Beginning in 2026, this money will begin to flow through state-led strategies focused on expanding access, modernizing health IT, strengthening partnerships and advancing new primary care and value-based models.
Rural healthcare is personal for many of us at Warbird Healthcare Advisors, who either grew up in rural communities, trained in small community hospitals or have led organizations that look very much like yours. Those experiences shape how we show up: as hands-on partners who understand the nuances and unique challenges of smaller community providers and can translate advice into positive outcomes.
We are already working with organizations that stand to benefit from the RHT Program by helping them interpret state plans, prepare for funding opportunities and design initiatives that can remain impactful before, during and after the grant period.
We bring strategic, financial and operational expertise to help you prioritize investments, align with state expectations and build the partnerships and capabilities RHT is designed to accelerate.
Our experienced practitioners are currently partnering with distressed rural and community hospitals across the country to strengthen financial and operational performance and prepare leadership teams for the challenges ahead.
This near-term work can preserve independence and create essential breathing room, especially as the RHT Program takes its final form and effect.
There’s a real opportunity in front of rural healthcare right now, but it’s going to take focus, discipline and the right partners to make the most of it.
We would be honored to work alongside you and your community in the months and years to come, as we work together to preserve and protect healthcare for all.
